A VPS describes the compute unit
Traditional VPS products give you a virtual machine with allocated resources. Cloud providers also sell virtual machines, often with APIs and additional managed services around them.
Cloud describes a broader platform model
Cloud platforms may include compute, load balancing, databases, storage, networking and managed platforms. A cloud VM can still behave like a VPS from the website owner's perspective.
Management matters more for many site owners
The biggest practical difference is often whether you operate the server yourself or use a managed layer such as Cloudways.
Ask architecture questions
Where does state live? How do backups work? Can resources scale? What happens during host failure? Who patches the operating system? Those answers are more useful than the product label.
